You do actually get 'trickle vents' on windows in UK new builds (I think there is a regulation requiring some sort of passive or mechanical ventilation). Basically a letterbox like slit above the window. Problem is that it doesn't air the room very well when it is open, and you can usually only close it with a sad little plastic flap so all the soundproofing and thermal insulation of the window is made pointless..
We actually installed one like that in Adelboden. The reason was simple: if the window is tilted open, it gets freezing very quickly in winter. The trickle vent (new word I just learned!) works well for that, though the little plastic closing mechanism is a bit fiddly.
